After Dom Miguel assumed power in Portugal in 1828, about 3,000 Portuguese liberals gradually settled in France before returning to Portugal from 1832. A highly structured political organization around the London committee and the regency of Terceira with a close control of the emigrants characterizes this movement. France is first a minor asylum compared to United Kingdom but occupies an increasingly strategic position after the installation of the regency in the Azores in March 1830, the revolution of July 1830, and above all the arrival of Dom Pedro in June 1831. The French administration, under the Restoration and the Monarchy of July, treats the Portuguese more favorably than the other foreign refugees.
